On the same €250,000 property value, the entry bill equals 2.02 years of illustrated gross rental income.

The 2.02-year figure compares scale; it is not a payback forecast.

The yield is real. So is the entry friction

Rome ranks ninth for the Current Investment Case with a score of 64.34 and seventh for 5-Year Investment Potential with 59.08. These are relative model scores, not percentages; the five-year score is not a return forecast.

The Current result contains a useful contradiction. Rome’s Gross Income Carry score is 72.21, but its Acquisition Cost score is only 49.72. In plain English, income helps the case while the cost of getting in pulls it back.

The PFC benchmark says €250,000 buys about 53.65 m² before acquisition costs. If €250,000 is the entire cash envelope rather than the property price, the standard 10.04% burden lowers the purchase ceiling to roughly €227,190. On €250,000, the two fixed taxes add 0.04 percentage points, bringing the tax line to 9.04% before the notary allowance.

Buyer’s agency fees, mortgage costs, optional legal or technical advice, renovation, furnishing and cash reserves sit outside the benchmark and can raise the real all-in bill.

It can also be lower in an eligible transaction. Italy’s official prezzo-valore system lets a private individual buying a residential property in a non-VAT sale request that registration tax be calculated on cadastral value rather than the higher agreed price. The request must be made in the deed.

The Italian Revenue Agency gives a clear example. A €200,000 home with cadastral income of €900 produces a taxable cadastral value of €113,400. The 9% registration tax is €10,206 instead of €18,000 on the purchase price. VAT-taxed sales follow different rules and cannot use this mechanism.

The lesson is not that Rome always costs 10.04%. It is that the buyer should obtain the cadastral income, seller’s VAT status and a written notary estimate before treating the listing price as the budget.

Two Rome markets sit inside one city average

Immobiliare.it placed Rome’s September 2026 asking sale price at €3,875 per m² and asking rent at €19.13 per m² a month. Sale asking prices were 6.4% higher than a year earlier. Asking rents were 5.23% higher.

The city average hides an enormous spread. Portal asking averages, not paired transactions, put Centro Storico at €8,776 per m² for sale and €28.82 for monthly rent, versus €1,931 and €10.84 in Lunghezza and Castelverde. The contrast shows why a central prestige purchase can offer a very different income case from an outer district home.

The less obvious edge is therefore not simply “buy where rent is high”. It is to find a building where the price, cadastral base, documented condition and long-term rent work together. A cheaper listing can lose its advantage through commission, compliance work and renovation. A more expensive one can still be rational if its rent and exit market are stronger.

What should an investor check next?

Ask the notary whether the sale is VAT-taxed or registration-taxed.

Obtain the cadastral income and confirm whether prezzo-valore is available.

Get the agency commission and VAT in writing before making an offer.

Separate the property price, mandatory taxes, notary fee, technical checks, works and reserve cash.

Test the rent as a long-term residential lease, not only as visitor accommodation.

Choose a holding period that can absorb the entry friction without relying on rapid price growth.

Rome works when the buyer knows the applicable tax base and written notary bill before making an offer, keeps a repair reserve and can hold long enough to absorb the entry friction. It is a weaker fit for a short hold or a deal that only works if the 4.98% gross benchmark becomes net cash flow.

The Lisbon entry-friction case shows how a different tax system can create the same investor lesson: the listing price is never the whole acquisition budget.

Index note: PFC Property Investor Index 2026Q3; data collected July–September 2026.
