We spent weeks checking sources, testing the method and making sure that value, income, costs, access, repricing and resilience were read together rather than in isolation.

Our Index is not a promise about future returns. It is a practical research tool that helps investors see which cities deserve a closer look. Athens’ first-place result shows what that wider view can reveal.

Athens leads the PFC Property Investor Index five-year ranking because its strong starting point, convergence and repricing scores outweigh weaker results elsewhere.

Athens ranks first in the PFC Index 2026Q3 measure of 5-Year Investment Potential. Its score is 68.23.

The result does not come from one perfect number. Athens does not win every component. Instead, it combines several strong parts of the model while carrying clear limits in others.

That mix is what puts the city just ahead of Sofia.

A strong place to start

Athens ranks third in the separate Current Investment Case. This gives its five-year story a solid base.

Under the PFC benchmark, €250,000 buys about 79.3 square metres. The city's Investable Starting Point component score is 85.49.

This does not describe every home or district. It is a standardised city benchmark used to compare all 11 markets on a common basis.

The Current rank also should not be mixed with the five-year rank. It simply shows that Athens enters the medium-term model with a relatively strong starting position.

Convergence adds support

Athens scores 68.78 for Relative Value & Convergence.

This component looks at city prices, relative purchasing power and economic catch-up. It asks whether the market still has room to narrow part of its gap with stronger European peers.

The component has a 30% weight in the five-year model. It is one of the two largest parts of the ranking.

Convergence is not promised price growth. It is a relative signal based on the PFC framework.

Repricing is the biggest strength

Athens scores 76.73 for Repricing Stage.

This component also has a 30% weight. It looks for evidence that repricing is taking place, while also checking whether there is still room left and whether current momentum is credible rather than extreme.

Athens' strong result means the city sits in a favourable relative position under this model. It does not mean that every district or property will follow the same path.

The weak point is visible too

Athens scores 46.19 for Macro & Physical Resilience.

This component combines currency, inflation, unemployment, government debt and projected extreme heat through fixed weights. It gives broad macro and physical context. It is not a complete city-risk or building-risk assessment.

The lower resilience score is important. It stops the headline result from becoming a simple success story. Athens leads despite this weakness, not because the weakness is ignored.

Why first place does not mean certainty

The five-year score is relative. It compares Athens with the other ten cities in this edition.

It does not forecast a percentage price rise. It does not forecast an investor's return. It does not remove the need to check a specific district, building, lease, tax position or financing plan.

Athens leads because its weighted mix is the strongest in PFC Index 2026Q3. The most useful reading is not "Athens will win." It is "Athens has the strongest relative five-year case under this set of measures."

Explore the PFC Property Investor Index and its current and five-year views.

Continue the PFC Index research

Read the previous PFC Index article, or return to the PFC Property Investor Index Hub.

[25
98,96,89,97,91,92
post-9602","post","type-post","status-publish","format-standard","has-post-thumbnail","category-markets","tag-5-year-investment-potential","tag-athens","tag-european-property","tag-greece-property","tag-pfc-index","tag-pfc-index-2026q3
["GET
