It is how little separates the city from Warsaw and Athens even though Sofia does not lead on income. The affordable starting point and manageable buying costs keep it in the same narrow group.

That is the reason we built the PFC Property Investor Index. A low price can be less useful when buying costs are high or likely rent is weak. One yield number can also hide how little property the same capital buys. The Index puts these questions under one common set of rules.

The gap to second is only 0.14 points

Sofia scores 80.90 out of 100 in the Current Investment Case. Bucharest leads with 87.70. Warsaw follows with 81.04 and Athens with 81.03.

The narrow gap matters because it shows that a slightly lower yield does not automatically push a market far down the list. Sofia’s buying power, acquisition costs and access make up much of the difference.

Current Investment Case score: 80.90 points

€250,000 buying-power benchmark: about 77.8 m² before acquisition costs

Estimated vacancy-adjusted gross yield: 4.04%

Mandatory entry-cost burden: 3.47% of the purchase price in the standard case

Affordable means usable buying power

The Index uses the same €250,000 property budget in every city. In Sofia, that amount buys about 77.8 m² under the city price benchmark.

This is close to Athens at 79.3 m². It is more than Budapest at 69.7 m² and Warsaw at 64.0 m². Bucharest remains the buying-power leader at 103.3 m².

Sofia also has a full accessible share in the standard PFC case. Together, those inputs produce an Investable Starting Point score of 84.49. The point is not that every Sofia apartment is affordable. It is that the common budget reaches a useful amount of property under the same method used for all 11 cities.

The 77.8 m² figure is a city benchmark, not a live offer. District, building, condition, floor, energy use and renovation needs can move the real result in either direction.

The city benchmark is only a starting point. District, building and condition still determine what a buyer can reach.

Entry costs stay moderate

Sofia’s estimated mandatory entry cost is 3.47% in the standard €250,000 resale case. That is about €8,676 on top of the property price.

The estimate covers the local acquisition tax, the mandatory notary tariff and VAT, and registration. It does not include financing, renovation, furniture, management or later ownership costs. The exact bill depends on the deal and must be checked before purchase.

Within the Current top five, Sofia’s entry-cost burden is above Bucharest at 1.16% and Warsaw at 2.59%, but below Athens at 4.62% and Budapest at 4.76%. That keeps more of the initial capital available than in the two cities just behind and just ahead of Sofia by some other measures.

A 4.04% yield is useful, not exceptional

The Index estimates a 4.04% vacancy-adjusted gross rental yield for Sofia. Applied to a €250,000 property value, that points to about €10,101 of annual gross rent after the Index vacancy allowance.

This is not take-home income. Tax, management, maintenance, insurance, service charges and financing can reduce the result. Our guide to rental yield explains why gross and net returns should not be treated as the same figure.

Sofia does not need the highest yield to rank well. Warsaw is higher at 5.59%, while Athens and Budapest are both near 4.3%. Sofia’s case rests on the full starting package rather than income alone.

Why the mix is stronger than the yield alone

The Current Investment Case gives 30% weight to Investable Starting Point, 35% to Gross Income Carry, 20% to Acquisition Cost Burden and 15% to Foreign Investor Access.

Sofia scores 84.49 for its starting point, 60.51 for gross income carry, 96.87 for acquisition cost and 100 for foreign-investor access. The fixed weights turn those four component scores into the final 80.90 result.

This is the useful lesson in Sofia’s result. The city looks affordable, but price alone does not explain the score. Moderate entry costs and normal access support the buying-power advantage, while the yield provides a reasonable income base.

Today’s case and the five-year view are different

Sofia ranks second in the separate 5-Year Investment Potential table, with 67.98 points. Athens leads that table with 68.23. The 0.25-point gap is small, but it does not turn the five-year score into a price forecast or expected return.

The Current ranking asks how the market looks now. The five-year ranking compares relative medium-term potential with different components and weights. Our earlier analysis, Sofia Comes Within 0.25 Points of the Top, explains that separate result. There is no combined winner and no master score.

Who may find Sofia relevant

Sofia may be relevant to an investor who wants more space for a fixed euro budget and accepts a moderate rather than market-leading gross yield. The first checks should be district-level sale prices, achievable long-term rent, building condition, common-area costs, legal status, management options and resale demand.

The city may be a weaker fit for someone whose main target is the highest starting income in the group, or who cannot allow time and cash for property-level technical and legal work. A low city benchmark does not remove those checks.

You can compare Sofia with all 11 cities in the full PFC Property Investor Index.

This article provides general research, not personal financial, tax or legal advice.
