On a €250,000 property, the Index points to about €10,743 of one year’s estimated gross rent after its vacancy allowance, while one-off mandatory purchase costs add about €11,904 before the investment starts producing income.

The PFC Property Investor Index was built for this kind of trade-off. It does not ask which city has the biggest single number. It asks whether buying power, income, acquisition costs and access form a workable starting position under the same rules.

Income and entry friction sit side by side

Budapest scores 78.59 out of 100 in the Current Investment Case. Bucharest, Warsaw, Athens and Sofia sit above it, but the component scores show no single collapse in the Budapest case.

The ranking combines four components. Investable Starting Point has a 30% weight, Gross Income Carry 35%, Acquisition Cost Burden 20% and Foreign Investor Access 15%.

Investable Starting Point: 78.78

Gross Income Carry: 63.72

Acquisition Cost: 88.26

Foreign Investor Access: 100

Budapest does not lead one headline measure. It still avoids a major weak point. The full access score helps, and the city’s buying power and income both remain competitive inside the 11-market group.

Solid income starts at 4.30% gross

The Index estimates a 4.30% vacancy-adjusted gross rental yield for Budapest. Applied to a €250,000 property value, that points to about €10,743 of annual gross rent after the Index vacancy allowance.

This is useful starting income, not the amount an owner keeps. Management, maintenance, insurance, building charges, tax, repairs and financing can all reduce the result. Our rental-yield guide explains why gross and net figures should stay separate.

Budapest sits close to Athens at 4.33% and above Sofia at 4.04%. Warsaw is higher at 5.59%. That makes Budapest’s income position solid rather than category-leading.

Visible entry costs need their own budget

Budapest’s standard mandatory entry-cost burden is 4.76% of the purchase price. For a €250,000 property, that is about €11,904 beyond the price itself.

The PFC estimate covers transfer duty, the mandatory lawyer cost and the land-registration charge in the validated standard case. It does not include financing, renovation, furniture, optional advice or ongoing ownership costs. A buyer still needs a deal-specific quote.

Among the Current top five, Budapest has the highest mandatory entry-cost rate. Athens is close at 4.62%, followed by Sofia at 3.47%, Warsaw at 2.59% and Bucharest at 1.16%. Across all 11 cities, however, Lisbon, Valencia and Rome carry heavier standard burdens.

This is why “visible” is the useful word. The cost does not erase Budapest’s income or buying-power case. It does need to be added before an investor decides what purchase price is truly affordable.

Budapest’s city benchmark is a starting point. Budapest therefore sits in a useful middle position within the Current top five.

The benchmark is not a promise that every buyer will find a suitable 69.7 m² apartment. District, building quality, renovation need, floor, light, energy performance and tenant demand can change the result. Our listing-based article on what €250,000 buys in Budapest shows why a dated market sample and a repeatable city benchmark answer different questions.

The medium-term view is stronger

Budapest ranks third in the separate 5-Year Investment Potential table, with 63.01 points. Athens ranks first and Sofia second.

The two ranks do not predict that Budapest will move from fifth to third in realised returns. They answer different questions. The Current ranking measures today’s starting conditions. The five-year ranking compares relative medium-term potential through a different set of components. Budapest’s balanced five-year profile explains that separate result.

Read together, the rankings say something useful and limited. Budapest offers a competitive starting case today, and its wider medium-term profile also deserves a place on a European investor’s shortlist. Neither score guarantees price growth, rent or profit.

Who may find Budapest relevant

Budapest may be relevant to an investor who wants a Central European market with a solid starting-income benchmark, more buying power than Warsaw and a strong separate five-year position. The first checks should be district-level price and rent, building condition, renovation needs, common charges, legal status, achievable tenant demand and the complete buyer-specific cost bill.

The city may be a weaker fit for someone treating €250,000 as a strict all-in ceiling, or for a buyer who places the lowest possible entry friction above the wider market balance. In that case, the purchase-price target must be reduced or another city may fit the brief better.

Use the full PFC Property Investor Index to compare Budapest with the other ten cities.

This article provides general research, not personal financial, tax or legal advice.
