Affordable rental housing did not expand in the same way across Austria, Poland and Hungary between 2015 and 2025. Austria added municipal and cooperative tenancies in absolute terms. Poland’s municipal and social stock became smaller. Budapest’s current programmes remain small beside the wider market. For private landlords, the pressure is local and segment-specific, not a Europe-wide supply shock.

Does more public or affordable housing make a private rental a worse investment?

The short answer is no, not automatically. A new affordable home only competes directly with a private apartment when it reaches a similar tenant, location and quality level. Scale matters too. Twenty-six new homes can change twenty-six household outcomes without changing a city of almost one million dwellings.

A ten-year view makes the distinction clearer. The comparable data do not show one regional move from private renting to public renting. They show three different housing systems moving at different speeds.

The rental share did not rise across all three markets

Eurostat’s harmonised tenure series measures the share of people living as tenants, whether at market rent or at a reduced rent or free of charge. From 2015 to 2025, the share increased from 44.3% to 45.8% in Austria. It fell from 16.3% to 12.8% in Poland and from 13.7% to 10.2% in Hungary.

Hungary has a break in the series in 2019, so its endpoints need extra caution. The figures are also national, not city-level. They are useful because they are comparable across countries, but they do not reveal who owns the rented homes or what happened in one district.

The chart answers one question. Renting did not become more common in Poland or Hungary over the decade. It does not answer whether a smaller affordable programme can affect a particular private landlord. For that, city scale and delivery matter.

Poland added homes, but its municipal rental stock shrank

Statistics Poland recorded 868,517 municipal dwellings und 98,221 public-building-society dwellings in 2015. By 2024, the comparable totals were 755,700 und 114,300. The second category grew, but the two together fell by about 10%. The country did not experience a broad expansion of non-private rental stock over this period. The official figures are available in the 2013–2017 housing report and the 2024 housing release.

Warsaw moved in the opposite direction at the level of total housing supply. Its dwelling stock rose from 912,867 homes in 2015 to 1,091,985 in 2024, an increase of about 19.6%, according to the Statistical Office in Warsaw. The city’s 2024 completions were still overwhelmingly homes for sale or rent, while municipal construction was a small part of delivery.

Poland’s Social Rental Agencies can lease homes from private owners and place eligible tenants in them. This can reduce vacancy and management work for a participating owner. It does not necessarily add a new dwelling to the city. It can move an existing private unit into a different management and rent structure. The official SAN framework therefore changes access and risk allocation more directly than total supply.

New rental supply matters most when it reaches the same location, budget and tenant segment as an existing private home.

    Austria shows coexistence, not replacement

Austria is the clearest case where non-private rental supply grew in absolute terms. Statistics Austria counted about 915,000 municipal and cooperative main tenancies in 2015. By 2025, the total was about 985,100, an increase of 70,100 or 7.7%. Yet other primary tenancies, the category closest to the private market, grew faster from 654,100 to 815,300.

The evidence comes from Statistics Austria’s historical Microcensus housing table und sein 2025 housing conditions release. Both public and private renting expanded. The private sector was not crowded out at national level.

Vienna’s current structure is unusual. In 2025, municipal and cooperative tenancies represented 42.4% of main residences, while other primary tenancies represented 34.1%. That makes affordable housing a real competitor for many tenants. It still does not prove that it forced private rents down. Statistics Austria reports that housing costs rose by about 35% between 2015 and 2025, with rented accommodation up by almost 40%.

Vienna does provide concrete evidence that housing delivery can arrive with wider neighbourhood investment. At Neues Landgut, more than 1,500 homes are planned, half subsidised and half privately financed. The district also includes a school campus for up to 1,425 children and young people, a public park, local shops, cycling links and access to major public transport. That can raise the appeal of the wider area, including privately owned homes nearby. It is a specific development example, not a universal rule.

Budapest is testing models at limited scale

Budapest does not yet have a continuous 2015–2025 city-level tenure series that matches the Eurostat measure. The older city snapshot is still useful. In 2011, 6.8% of Budapest households rented at market price and 7.5% rented below market price, according to the Ungarischer Zentralstatistisches Amt. A 2025 city document estimates municipally owned housing at about 4% of Budapest’s total stock.

The new programmes are important for the households they serve, but their market scale is still small. The Budapest Housing Agency mainly brings privately owned homes into managed renting. The AHA Budapest Demo Hub will create 26 energy-efficient rental homes from an unused school building. Budapest had about 944,000 dwellings at the start of 2023, so this pilot is a service and learning project rather than a citywide supply shock.

The distinction matters. An agency can improve security, tenant matching and payment reliability without adding much net supply. A conversion such as the AHA Demo Hub does add homes, but the delivery date, number of units and target group determine whether it competes with a particular private apartment.

There is no clean evidence of a broad private-landlord squeeze

The ten-year data support three conclusions.

    • Non-private supply did not rise everywhere. It grew in Austria’s municipal and cooperative tenancy count, but declined in Poland’s municipal and public-building-society stock.
    • More affordable housing did not automatically reduce market housing costs. Austrian rental costs still rose strongly over the decade. Hungary and Poland also recorded large national rent increases. These figures do not establish causation, but they reject a simple story of public supply pushing rents down across the whole market.
    • The direct effect depends on substitution. A subsidised family home on the urban edge may not compete with a furnished central studio. A professionally managed unit in the same district and price band may be a close alternative.

Comparable official city-level vacancy data are not available for all three markets, so this research cannot show a common effect on vacancy. It also cannot isolate the effect on investor demand from interest rates, migration, new construction or regulation. Those missing links should not be filled with assumptions.

The PFC numbers still point to a property-level decision

Die PFC Immobilieninvestor-Index estimates a 5.59% vacancy-adjusted gross rental yield in Warsaw und 4.30% in Budapest. Standard mandatory entry costs are estimated at 2,59% in Warschau und 4.76% in Budapest. A €250,000 benchmark buys about 64.0 m² in Warsaw und 69.7 m² in Budapest, before acquisition costs.

These figures do not measure affordable-housing growth. They show the starting economics for a private investor. A higher gross yield gives more room to absorb vacancy, management or a rent concession. More buying power may allow a better layout or location. Entry costs determine how much capital is committed before rent begins. The PFC Property Investor Index methodology explains the common assumptions.

What should a private landlord watch?

The useful question is not whether a city has an affordable-housing programme. It is whether the delivered homes compete for the same tenant.

Watch completed units rather than announcements. Check the district, rent band, eligibility rules, home size and management standard. Compare the private property’s net income after vacancy and costs. Then ask whether a housing agency offers a better risk-adjusted route than independent letting.

Affordable rental programmes do not make private property a bad investment by default. In many cases they serve households that the open market does not serve well, or they remain too small to change the wider market. A well-located, well-maintained home at a realistic rent can still hold investment value because it is a scarce, useful real asset that can produce income over time.
