    Bucharest’s current investment case

Bucharest ranks first for today’s conditions but only fourth over five years in the PFC Property Investor Index — a clear sign that a strong entry point and a strong medium-term outlook are not the same thing.

The current advantage is unusually concrete: €250,000 reaches about 103.3 square metres, mandatory entry costs are estimated at 1.13%, and estimated gross yield is 4.60%.

    Our approach

We compare official data, institutional research and, where relevant, current listings. Every source is dated and assessed for reliability. We keep asking prices separate from completed transactions.

We built the Index over several weeks to test the same practical questions we would ask before researching a market for ourselves. Bucharest shows why the two PFC rankings must be read separately.

A purchase budget does not all reach the apartment. Part of it may go to tax, registration and other required costs. The property price then decides how much space the remaining money can buy.

Bucharest stands out when these parts are tested together.

The city ranks 1st in the Current Investment Case table with a score of 87.70 out of 100. Under the standard PFC case, €250,000 buys about 103.3 square metres. Estimated gross yield is 4.60%, while mandatory entry costs equal about 1.13% of the standard purchase case.

More of the budget reaches the property

Buying power is Bucharest's clearest advantage. Its 103.3 m² benchmark is the largest result among the 11 cities in the Index.

The entry-cost estimate is also low. At 1.13%, mandatory entry costs take a smaller share of the standard case than in many of the cities tested.

This does not mean every Bucharest home offers good value. The result is a common benchmark designed for comparison. A real listing may differ by area, building, finish and condition.

Still, the benchmark answers a useful first question: how much of a fixed budget can reach the property itself?

Income adds to the starting case

Bucharest's estimated gross yield is 4.60%. That is a gross figure before tax, repairs, service costs, vacancy, management and financing.

Gross yield should not be read as take-home return. It is one starting measure of income carry.

Bucharest’s residential market includes dense central districts as well as large green urban edges.

In the Current model, Gross Income Carry has a 35% weight. Investable Starting Point has a 30% weight, Acquisition Cost Burden has 20%, and Foreign Investor Access has 15%.

Bucharest's first-place result therefore comes from a mix of measures. It is not based only on low prices or space.

    Today's winner is not a five-year forecast

The Current Investment Case asks which cities offer the strongest investable starting conditions today. It does not predict price growth.

Bucharest ranks 4th in the separate 5-Year Investment Potential table. That result uses a different set of components and weights.

The difference is useful. A city can offer a strong point of entry now without leading the medium-term view. There is no combined winner and no master score.

    Costs outside the entry estimate

The 1.13% Acquisition Cost Burden covers mandatory entry costs in the standard €250,000 resale case.

It does not include financing, ongoing ownership costs or optional services. It also does not replace a property-specific cost statement from a local expert.

Buyers still need to check legal work, building condition, repairs, insurance, tax, management and vacancy. These items can change the real outcome.

    Who should use this finding?

Bucharest may deserve a place on the first shortlist of an investor who values space, relatively low mandatory entry costs and a competitive income starting point. It may be less suitable for someone who wants the strongest five-year score or prefers a market with higher international visitor exposure.

The next checks should be property-specific: achievable rent, building condition, legal title, repair needs, management, tax and exit demand in the exact district.

    What first place means

Bucharest offers the strongest relative starting point in this 11-city comparison. The main reasons are clear: high buying power, low mandatory entry costs and competitive gross income carry.

The score of 87.70 is not an expected return. It is a relative result under the PFC Index 2026Q3 method.

For a buyer, first place should lead to better questions, not a quick decision. The Index helps choose where to look. A real property still has to prove its own case.
