Bucharest Wins Today, Athens Leads the Five-Year View

We built our own PFC Property Investor Index because one headline number cannot answer the questions we ask before considering a property investment. Several weeks of research, source checks and methodology work went into bringing the main city-level factors we use—buying power, income, entry costs, access, relative value, repricing and resilience—into one consistent comparison.

It is not a personal recommendation or a substitute for checking a real property. It is a useful starting map. The two category winners show why we kept today’s conditions separate from five-year potential.

    Our approach

We compare official data, institutional research and, where relevant, current listings. Every source is dated and assessed for reliability. We keep asking prices separate from completed transactions.

Bucharest leads the PFC Property Investor Index for today's investment conditions, while Athens leads its separate view of relative five-year opportunity.

Two cities stand at the top of PFC Index 2026Q3.

Bucharest ranks first in the Current Investment Case with a score of 87.70. Athens ranks first in 5-Year Investment Potential with 68.23.

Both results are valid because the two rankings ask different questions. Bucharest offers the strongest starting package today. Athens shows the strongest relative medium-term case under the PFC model.

    Why Bucharest wins today

The Current Investment Case looks at buying power, gross income, mandatory entry costs and foreign investor access.

Bucharest is strong across this group. A standard €250,000 budget buys about 103.3 square metres, the largest amount in the 11-city comparison.

Its estimated gross yield is 4.60%. This is not the highest yield in the group, but it adds useful income support to the city's strong buying power.

Mandatory entry costs are about 1.13% in the standard PFC case. This case covers a €250,000 cash resale purchase. It includes unavoidable purchase costs used in the model. It excludes financing, ongoing ownership costs and optional services.

Together, these inputs give Bucharest a strong Investable Starting Point and a low Acquisition Cost Burden. That is enough to place it first in the Current ranking.

Why Athens leads the five-year view

The 5-Year Investment Potential ranking puts more weight on relative value, convergence and repricing. It also includes current fundamentals, International Visitor Exposure and Macro & Physical Resilience.

Athens scores 68.23 and takes first place.

Its Investable Starting Point score is 85.49. Its Relative Value & Convergence score is 68.78, and its Repricing Stage score is 76.73.

Athens does not win every part of the model. It does not need to. The total result comes from the full mix of six components and their fixed weights.

Its Macro & Physical Resilience score is lower at 46.19. This is an important limit. It shows that the leading five-year case is not a claim that the city has no risks.

A choice between two investment questions

The two winners reflect a real choice.

An investor focused on conditions today may care most about how much property the budget buys, the gross income starting point and the cash needed to enter the market. That is the question Bucharest answers well.

An investor studying relative medium-term opportunity may put more weight on convergence and where a market sits in its repricing cycle. That is the question Athens answers well.

This does not mean that every buyer should choose one of these cities. The Index is a research tool, not a personal recommendation.

What the scores do not say

Athens' first place is not a forecast that its prices will rise by 68.23%. The score is not a return percentage.

Bucharest's first place does not mean it leads every measure. It ranks fourth in the separate five-year list.

The two scores should not be added, averaged or used to create an overall winner. Their inputs and weights are different.

The next step is property-level research. District, building quality, local rules, tax, finance and operating costs can change a real investment case.
